National Transport Commission

Former Branch Secretary, Bill Noonan (pictured second from the right), was appointed a part-time Commissioner of the National Transport Commission (NTC) in June 2008 by the Federal Cabinet.

The NTC was established to provide advice on transport regulatory reform to Federal and State Governments. Its official role is to “lead transport regulatory reform nationally to meet the needs of transport users and the broader community for safe, efficient and sustainable land transport.”
On behalf of his members, Bill has shown a commitment to the development of a raft of nation-building infrastructure projects, many of which revolve around land transport.

The appointment was a significant recognition of the role of the Branch in making a positive contribution to the development and health of the industry, in addition to its industrial role.

The challenge of finding constructive solutions to the need to rapidly expand and improve transport infrastructure has been a focus for the NTC.

Bill’s on-going role as a TWU Industry Advsior and Commissioner at the NTC ensures the interest of transport workers are at the forefront. The high pressure and highly competitive industry doesn’t always take account of the human cost behind the scenes. A number of inquiries and reports in recent years have identified a link between, on the one hand, low rates of pay and other inappropriate industrial practices, and, on the other hand, safety breaches.

Transport Industry Council

The Transport Industry Council (TIC) membership is drawn from government, industry and the workforce. John Berger is the Branch representative on the TIC, and it has an independent Chairperson, former Commissioner John Tolley of the Australian Industrial Relations Commission. The TIC has adopted a consultative approach to performing its role and Branch representation ensures that owner drivers have a voice.

Institute for Breathing and Sleep

The Institute for Breathing and Sleep (IBAS) is a not-for-profit organisation designed to facilitate and coordinate research, education and public advocacy in respiratory and sleep health. Former Branch Secreatry Bill Noonan will continue in the role of Director of IBAS, with Maria Abate as his alternate. IBAS meets regularly to discuss research and the development of programs addressing fatigue and respiratory related diseases.
