These changes come after the Brumby Labor Government made a comprehensive assessment of the road rules. An area significant reform will be regarding the use of new technologies, such as navigation devices and multi-purpose mobile phones.

The Victorian will be introducing new laws to address heavy vehicle (trucks and buses) speed compliance. The Government's objective is to reduce fatalities and injuries involving speeding heavy vehicles . These laws will also affect all off-road parties who can influence speeding, such as employers, contractors, operators, schedulers, consignors, receivers and loading managers.
